Abstract:

The aims of the eighth meeting of the Asian and Pacific Skill Development Information Network (APSDIN) were to report on current regional information networking activities as well as to decide on the future policy for regional information networking and the expansion into quantitative data capture and dissemination.

The Malaysian paper described the emphasis placed on human resource development by the Seventh Malaysia Plan (1996-2000). In response to continuing economic growth, the plan addresses labour market constraints as well as building a strong human resource base for the future. Strategies include increasing labour market mobility so that members of the workforce can move between states, occupations, and skill areas. A computerised, integrated information network (VOCATIONS) is being developed to link all the major, public agencies involved in vocational training.

The paper responded to the meeting's aims by suggesting that APSDIN's lead institutions:

provide consultancy and advisory services to member countries to enhance information service capabilities;

conduct courses to increase local staff's capabilities in maintaining such a service;

further develop statistical databases on labour market and training profiles as a planning tool;

assist Malaysia to establish the database Question Item Bank.
