Implementation of GNVQs in further education: a case study

Abstract:

In the last decade in Britain, massive innovations have taken place to meet the changing requirements of the labour market. Also, the incorporation of the colleges in 1992, creating a marketplace for the funding of courses, has had profound ramifications for the organisation, management and delivery of the new qualifications. This case study is concerned with the effects of the changes in two areas of the vocational curriculum: business studies, and health and social welfare. It explores the substantial changes that have taken place within the further education sector and the impact that these changes have had on the role of professional educators. It questions whether or not an unreformed GNVQ program is likely to provide the adaptable workforce which is seen to be required. This chapter begins by discussing the policy framework in terms of the economic, political, managerial and institutional agenda and then presents results from interviews conducted concerning a number of issues arising in relation to the implementation of the GNVQ qualification.
