Abstract:

This summary document provides an overview of the preliminary recommendations made by the National Commission on Special Needs in Education and Training (NCSNET) and the National Committee for Education Support Services (NCESS). NCSNET and NCESS were appointed by the South African Minister for Education and the Department of Education to investigate and make recommendations on all aspects of special needs and support services in education and training in South Africa. The focus is on the development of education to render the system more responsive to the diverse needs of the learner population. This includes making sure that learners and the system itself receive appropriate support. The summary provides an overview of the terms of reference and process of the NCSNET/NCESS, an outline of interim recommendations made in the public discussion document, a proposed strategic implementation plan, and a glossary of key terms. The interim recommendations are presented in the following categories: future vision, principles and strategies; implications for curriculum and institutional development, assessment, organisation and governance, staffing, human resource development, finances and funding; strategic implementation plan.
