Abstract:

This publication consists of information collected under the Research Program of the Industry Task Force on Leadership and Management Skills. Chaired by David Karpin, that task force produced 'Enterprising nation: renewing Australia's managers to meet the challenges of the Asia-Pacific century' (1995, TD/TNC 43.53).

This is the first of two papers which provide a detailed literature review relating to small business training needs and information concerning the evaluation of programs directed toward the small business sector (see TD/TNC 49.73). Policy recommendations are included.
