Abstract:

Recent national microeconomic policies have firmly established the training reform agenda in the overall context of award and industry restructuring. There is intense Federal government interest in the TAFE sector as a key player in training reform. The Federal government has deliberately targeted an expanded training market through increased participation in structured training to support overall microeconomic reform. Increased participation levels will result in an expansion and polarisation of the training market.

There is a deliberate strategy to boost youth training. Participation in structured entry level training has been the focus of two recent Federally commissioned reports - Finn and Carmichael. Both advocate the need to establish youth training targets and multiple pathways through structured training programs.

The national agenda for training reform is reflected in intense interest in open learning and alternative delivery systems. Open Learning represents an 'umbrella' philosophy or approach which is characterised by alternative delivery systems. Queensland has a history of interest in open learning/alternative delivery initiatives reflected in reports and initiatives listed on page five of the Executive Summary.
