Abstract:

A research project was undertaken by [New South Wales's] NSW's Foundation Studies Training Division in 1996 to consider within the Certificate in Local Government Foundation Studies the issues relating to on-the-job delivery. From initial discussions across the state, no on-the-job delivery appeared to be occurring. However, within the curriculum development process, industry stakeholders had recommended that this learning strategy was critical to training being accepted by the workplace. It was important for industry that training have on-the-job delivery options. Whilst the course was available for delivery for the first time in 1995 and the majority of delivery was occurring at worksites, it was identified by the NSW TAFE/Local Government Advisory Group that lack of on-the-job activity needed investigation. The project consultants contacted all councils and TAFE colleges where any activity had occurred in 1995, be it planning or actual delivery. This paper outlines the consultant's methodology, findings, and recommendations as made to Foundation Studies Training Division.
