Abstract:

There has been much discussion on the relevance of testing to training outcomes. Fortunately the development has emphasised practical assessment. It is generally agreed that the best way of determining whether or not a person is competent at specific tasks is to observe them in that activity.

This paper provides an overview of the development of competency assessment in the automotive mechanic field, by looking at a training institution, a skill competition process and certification of mechanics. In particular it records personal observations of, or experience in: the assessment of tradesmen within the RAAF; international, national and regional competitions of the Work Skill Australia organisation; and the licensing authority of the Netherlands.
