This discussion paper explores the current and future challenges facing the Scottish skills system and outlines the areas for action that will be needed to ensure that these challenges can be successfully met. Scotland currently faces challenges around productivity, progression and pay, and, more generally, economic growth. In the longer term, technological and demographic changes will alter Scotland's economy and society, and will mean people will work longer, in multiple careers and for multiple employers.
