This is the report of a review on the system of education provision in public sector prisons in England and recommendations for change. These recommendations relate to: (1) the current accountability framework for delivering education; (2) the capacity of the workforce; (3) the learning needs of different types of prisoners; (3) the ability of prisoners to access higher level learning; (5) the potential for information technology (IT) to support education; and (6) services available to support prisoners to get employment and/or continue their education on release.
