Abstract:

This first 'State of Equity' paper constructs an overview of government policy and program coverage as the first step in analysing the extent to which the range of State and Federal Government policies and programs meet the education and training needs of disadvantaged groups in the community. This research is designed to support the Office of Training and Tertiary Education (OTTE) to make informed decisions about purchasing and priority setting in relation to groups who are at risk of social and economic disadvantage.
