This paper examines ways in which broad Civil Society Organisations (CSOs) such as trade unions, service organisations, community groups, churches, academic institutions and others can establish cooperative networks to enhance the notion of vocational education and training (VET) in the area of improved livelihoods and sustainable, human centred solutions to human resource problems. In particular the paper examines the role of the United Nations in this area.
